The Research and Collective Bargaining Department provides information and assistance to AFSCME councils, locals and national staff on a variety of topics, related to organizing and negotiating activities.

DUTIES: Performs research of selected informational topics supporting AFSCME's     membership and organizational objectives. Plans and conducts compensation and related labor surveys.  Consults with requester to obtain scope information.  Selects and designs survey instrument, survey objective, scope, and information being collected.  Selects participants using available sources or contacts and develops new sources. Conducts survey via selected instrument (phone, internet or written responses).  Collects and organizes data.  Prepares reports of survey results, charts and other presentation methods to display results in a format that is usable to requester. Provides sample contract language, sample job descriptions, and other employment- related information to requester for use in collective bargaining activities. Prepares written correspondence explaining survey results.  Provides information on AFSCME membership by occupation, employer and geographic location. Calculates annual dues increases as mandated by the constitution of the International Union. Collects relevant member salary information, reviews contract language and salary schedules for relevant information. Loads information into database. Handles telephone requests for information and research assistance from internal and external sources, including AFSCME members. May be required to perform other related duties as assigned.

REQUIREMENTS: Graduation from an accredited two-year college with an associate's degree and three (3) to five (5) years of relevant experience or any equivalent combination of education and experience.  General knowledge of collective bargaining issues. English skills sufficient to communicate information in written form.  Communication skills sufficient to obtain and share research information. Ability to calculate and understand mathematical averages, medians, and ranges. Ability to interpret requests and collect data, using extensive use of the internet.  Ability to operate general office equipment. Ability to use spreadsheet, word processing, database software, and graphics software, including advanced system features.
