Require Minimum Standards of Labor Councils/Federations for AFSCME Local Membership
WHEREAS: Unions have more strength when we work together; and
WHEREAS: AFL-CIO central and area labor councils/federations bring local unions together to build strong and effective local labor movements; and
WHEREAS: The AFSCME International Constitution requires all locals to affiliate with, and actively participate in, central and area labor councils/federations of the AFL-CIO; and
WHEREAS: AFL-CIO central and area labor councils/federations should operate with the minimum standards required of any democratic organization by providing local delegates with access to written meeting minutes and printed financial statements; and
WHEREAS: Some AFL-CIO central and area labor councils/federations fail to satisfy these basic standards of a democratic organization by refusing to provide delegates with written meeting minutes and printed financial statements.
