Against Outsourcing of Engineering and Design Services for Transportation Projects

WHEREAS:

            AFSCME represents thousands of public workers who work on public transportation projects; and

WHEREAS:

            Outsourcing of public transportation projects threaten our members’ jobs; and

WHEREAS:

            Outsourcing of public transportation projects is a waste of scarcely available transportation resources; and

WHEREAS:

            Several studies show that outsourcing engineering and design services for transportation costs more than using the publicly employed, in-house engineers; and

WHEREAS:

            The same studies prove that outsourcing engineering and design services for transportation does not speed project delivery; and

WHEREAS:

            There will be a transportation reauthorization bill to be presented and debated in the Senate.

THEREFORE BE IT RESOLVED:

            That AFSCME strongly oppose any provision in the transportation reauthorization legislation that supports or encourages the use of consultant engineers for engineering and design services; and

BE IT FURTHER RESOLVED:

            That AFSCME strongly oppose any incentive that would make it easier for states or municipalities to use consultant engineers instead of publicly employed professionals for the delivery of engineering and design services; and

BE IT FINALLY RESOLVED:

            That AFSCME encourage and support that states and municipalities hire more in-house public professionals to deliver engineering and design services more cost effectively.
