ACU Guidelines on Inmate Labor Programs
While inmate labor programs may keep inmates busy and prepare them for eventual release, the safety and security of corrections employees and the general public must always be the first priority in assessing any program. Accordingly, inmate programs should:
- Be conducted so that safety is a priority.
- Emphasize skills training, not production of goods for sale.
- Not displace regular jobs, weaken unions or depress wages.
- Not replace striking workers or assist in strikebreaking.
- Not be unionized.
