Although Winnebago County wasn't going broke, the county board didn't want to spend its money on a fair contract for workers. So a charged-up crowd of Local 473 (Council 31) members — and their children — let managers know what they think of that attitude. The local subsequently struck for nine days, gaining an agreement that members supported with a 95-percent "yes" vote.
