Protecting Labor Rights
Resolution No: 40 37th Annual International Convention August 7-11, 2006 Chicago, Illinois
WHEREAS: Half of the states in the USA fail to provide collective bargaining rights to their public employees; and
WHEREAS: The creation of the Department of Homeland Security stripped over 75,000 federal workers of their right to collective bargaining; and
WHEREAS: The U.S. government has signed the International Covenant on Civil and Political Rights (ICCPR), which includes protection of labor rights; and
WHEREAS: ICCPR is a treaty ratified by the U.S. Senate in 1992. Article Six of the U.S. Constitution states, "all treaties made. . . shall be the supreme law of the land; " and
WHEREAS: U.S. labor laws fail to protect all public workers’ right to collective bargaining.
THEREFORE BE IT RESOLVED: That AFSCME will promote and lobby in support of federal legislation that guarantees the basic right to form unions and to bargain collectively for all public employees throughout the country.
