This position will be filled at the grade commensurate with the knowledge and experience of the selected applicant.
DUTIES: Researches and provides assistance to AFSCME affiliates and staff on major subjects affecting public and private sector employees such as employment laws, working conditions, fiscal analysis, privatization, public policy, and contract negotiations. Monitors, researches, and assists in the development of legislation, policies, and procedures to deal effectively with issues of interest to AFSCME. Serves as resource on specific issues and/or sectors. May prepare and present testimony before city, county, and state legislatures and the press. Conducts briefings and workshops to explain issues. Prepares written analysis, issue briefs, and manuals on program areas of concentration.
REQUIREMENTS: Graduation from an accredited four-year college or university with course work in economics, political science, public policy, public administration, labor relations, or related field, and a minimum of three years of directly related experience or any equivalent combination of education and experience. Experience in analyzing and projecting trends affecting unions, workers and the public and private sector or any equivalent combination of education and experience which provides the following knowledge, skills and abilities: through knowledge of the collective bargaining process and issues including employment benefits, labor unions and labor laws; understanding of health care industry financing; and/or understanding of privatization and outsourcing issues in the public sector. Ability to independently develop new programs or resource materials, including formulation of program strategies. Effective communications skills, both orally and in writing, so that technical information is translated into understandable formats. Advanced skills in the use of personal computers and database software. Depending on grade level, may assume a lead role in projects. Amount of supervision and review of work will also depend on grade level. Travel required. Fluency in written and oral Spanish language desirable.
