OCSEA represents approximately 35,000 public employees who work in a wide range of security, regulatory, administrative, direct care, maintenance, customer service and other positions. The union is an affiliate of the American Federation of State, County and Municipal Employees (AFSCME).

JOB GOAL:
This position is responsible for successfully conducting new member organizing campaigns. Performs research, probes, campaigns, organizes committees, makes home visits, performs voter assessment, and plans campaigns while implementing the AFSCME Organizing Model. Implementation of the AFSCME Organizing Model includes targeting, pre-petition campaigns, election campaigns, card-check campaigns, and first contract campaigns.

DUTIES:

  • Proficient in all elements of the "AFSCME Organizing Model".
  • Explores organizing targets to gather data and information, build lists of workers, assess interest, and scouts and maps out the physical work location without divulging the union's presence.
  • Conducts one-on-one organizing, recruits supporters and leaders, guides their activities on behalf of the union, and identifies attitudes of individual workers.
  • Recruits volunteer organizers from within the OCSEA membership.
  • Develops broad representative organizing committees of worker and leaders.
  • Facilitates the development of organizing strategy through the organizing committee using workplace and economic issues.
  • Visits job sites to communicate with workers.
  • Visits workers in their homes.
  • Creates leaflets and other materials for organizing campaign.
  • Obtains and creates employee lists. Maintains lists through the utilization of computerized database systems.
  • Provides reports of activities, developments and progress of organizing activity, including worker meetings.
  • Briefs OCSEA staff, both orally and in writing regarding campaign progress and issues
  • Work on internal organizing campaigns as assigned.
  • Other related duties as assigned.

QUALIFICATIONS:
High school diploma and 1 year to 3 years experience unionizing unorganized workers by conducting all stages of the organizing campaign from researching and probing targets through the first contract; demonstrated ability to exercise discretion and independent judgement; knowledge of union organizing techniques, practices and principles; knowledge of private and public sector labor laws; knowledge of anti-union employer campaign tactics. Possesses leadership and motivational skills and exhibits good public speaking and written communication skills. Fluent bilingual skills are desirable. Demonstrated commitment to social and economic justice. Must be able to work with diverse workforces including professional and non-professional workers in a variety of employment settings. Must have valid automobile driver's license and be insurable. Extensive travel, long and irregular hours, weekend work, variable work schedules and temporary assignments are required. Must possess working knowledge of computers and related software programs to successfully track and manipulate data as needed.
