AFSCME, Ohio Council 8 is a labor union and an Ohio affiliate of the American Federation of State, County and Municipal Employees. We represent 32,000 public and private sector workers in cities, counties, school districts and hospitals across Ohio. Ohio Council 8 has eight regional offices across the state and is affiliated with over 350 local unions for whom we provide professional negotiation, mediation, arbitration, legal, membership and communication services.

This position will be responsible for both the strategic planning, deployment and reporting of communication to support Council 8's communication strategy that focuses on promoting organizational and member achievement, appreciation, recognition and engagement.

Ohio Council 8 is looking for an Assistant Director of Communications that will help lead our Communications Department into a new era of communications, while learning from and incorporating our existing communications into a broad new strategy. If successful, we expect this role to transition into Director of Communications in coming years. The Assistant Director of Communications will develop a robust multi-channel communications strategy that emphasizes member stories and the AFSCME brand to members, potential members, the public and Ohio stakeholders. The Assistant Director of Communications will be responsible for training staff, local leadership and member organizations on communication skills, tools and practices to support the overall communications capacity of the union. The Assistant Director of Communications will be a spokesperson for the union and could be called upon to organize and participate in traditional media activities such as responding to and pitching stories to press.


  • Develop and execute, in coordination with executive leadership, Ohio Council 8's communication plans, integrated earned media, paid and digital media to advance the organization’s goals.
  • Operates on both a strategic and tactical level, creating plans with clearly defined and measurable goals, messages, calendar and timelines.
  • Develop effective messages that are based on research, best practices and rooted in the AFSCME brand.
  • Identifies opportunities to move message and engage members and potential members online and ladder them into offline action.
  • Write and edit emails, newsletters, talking points, speeches, press advisories and releases, op-eds, blog posts, social media posts, phone scripts, mail pieces and memos, etc.
  • Serve as a spokesperson for Council 8 with partner organizations, key stakeholders and media as needed.
  • Use data and analytics to evaluate the communication plan, tactics, campaigns, posts and events to measure success, including reach and impact of communications; identify areas of success and opportunity and adjust them as needed.
  • Plan and manage communication events - strategy, message, visuals, materials, media outreach, video and photography, etc.
  • Oversees the development and maintenance of union website including methods to deliver message, ease of navigation and clarity of information ensuring content is consistent and relevant.
  • Capture success and metrics from across the union and translate them into compelling stories and case studies.
  • Incorporate and execute multimedia content including videos pod casts and info graphics.
  • Train staff and leaders on communication tools.

Must reside in the State of Ohio. As needed, must be able to work long irregular and unusual hours, including weekends and holidays. Must be able to travel throughout the State of Ohio.


  • Bachelor’s Degree in public relations, journalism, communications or related field.
  • At least 5 years experience of progressive responsibilities in public affairs or communications.
  • Demonstrated history of developing communication plans and strategy or capacity-building.
  • Demonstrated written and oral communication skills with an ability to condense information and convey it clearly.
  • Working knowledge of multimedia tools including photography, video, design, social media.
  • Familiarity with a variety of digital communications tools and comfort learning and implementing new tools.
  • Demonstrated ability to use online tools to communicate and motivate target groups to take action via email, test messages, social media or paid marketing.
  • Experience using Customer Relations Management System (e.g. Action Network); Knowledge of Adobe Creative Suite and working knowledge of graphic design.
  • Proficiency using Excel to compile analytics reports. Knowledge of database management.
  • Working knowledge of digital advertising in support of communications, such as Facebook Ads Manager, programmatic advertising platforms and Google Ads.
  • Demonstrated organizational skills with attention to detail; ability to prioritize work, manage time effectively and work independently or with a team.
  • Must have a reliable vehicle; valid driver’s license and vehicle insurance that meets the Council’s minimum standards. Each must be maintained throughout employment.


  • History of working in progressive environments such as labor unions or advocacy.
  • Knowledge of public sector unions.
  • Experience with content management systems such as WordPress and/or Drupal
  • Experience creating and editing video content.
  • Experience working with media.
  • Experience working in issues or legislative advocacy.
  • Working knowledge of paid media environments.

Work is performed in a variety of settings including various work sites, workers homes and event sites. While performing the duties of this job, the employee may work in outside weather conditions. The noise level in the work environment is usually moderate.
