JOB GOAL

To provide all accounting, business, and office functions of a law enforcement and corrections labor union.  To handle a wide variety of responsibilities in an efficient and organized manner.

DUTIES AND RESPONSIBILITIES

Typical duties and responsibilities of Council 82’s business administrator include, but are not limited to, the following:

  • Responsible for all accounting functions including monthly financial statements and budget preparation.
  • Timely reporting of all governmental requirements.
  • Human resources including employee and member benefits.
  • Computer system, office equipment and building systems.
  • Work with membership database and dues related issues.
  • Preparing, reviewing, analyzing, and presenting well-supported results and recommendations to the Council 82’s Management Team, Executive Committee, and Executive Board regarding future decisions.  
  • Negotiating agreements with vendors.
  • Serving as a key liaison at Council 82 trainings and conventions, providing overall planning, strategy development, and coordination of activities and issues associated with said events.
  • Responding promptly and accurately to telephone or written inquiries.
  • Prioritizing and balancing work to accomplish all job duties of this “hands on” position in a timely fashion.
  • Liaison with CPAs, banking, insurances, retirement investing, and computer consultants.
  • Work with local leaders and field representatives on financial management issues of Local unions.
  • Work with several AFSCME International departments on Council & Local topics.
  • Play a key role in the development and implementation of policies and procedures.
  • Oversee building and grounds maintenance.

ORGANIZATIONAL RELATIONSHIP

  • The Business Administrator works as part of Council 82’s tripartite Management Team, which oversees Council 82’s day-to-day operations, along with the Staff Director and General Counsel. The Management Team works under the direct supervision of Council 82’s Executive Committee and Executive Board. 

QUALIFICATIONS

  • The successful applicant will have both of the following education and experience requirements: (1) A four-year college degree in accounting or a business related major (2) At least six years of experience in a controller type position.
  • Strong written and verbal communications skills. 
  • Computer skills to include experience with all Microsoft Office programs with advanced Excel and Access skills beneficial.
  • Demonstrable ability to organize and plan work to meet deadlines and commitments, to analyze and resolve complex problems, and to work with little direct supervision are necessary. 
  • Strong organizational ability.
  • Negotiating and troubleshooting skills are an asset. 
  • Knowledge of employee and business insurances and retirement plans.
  • Familiarity with human resources and employment law a plus.
  • Strong leadership and supervision skills.
  • Ability to participate in teamwork, along with ability to direct a team toward a goal or deadline.
  • Knowledge and experience with social media, websites, and electronic transactions as associated with business.

Limited travel throughout the State of New York is necessary and some unusual hours may be required.  Must have a valid driver's license, a reliable vehicle, and be insurable.
