The position reports to the President. The position is a non-collective bargaining position. The position will plan and direct Council operations for the Office of the President. The position has the authority to effectively recommend hiring and discipline to include termination. Work involves assignments which require independent decision making with solutions that work within well-established policies, laws, rules, and guidelines. Valid Florida driver’s license required.

Duties and Responsibilities

  • Collaborate with board leadership, senior management, and membership to execute strategies.
  • Communicate strategy effectively throughout the Council and with stakeholders.
  • Create an environment that promotes performance and positive morale.
  • Acts as Personnel Liaison to field offices with human resource management.
  • Provide staff with clear performance expectations and objectives.
  • Ensure timely performance evaluations are completed.
  • Monitor field offices expenditures through review of expense reports and budget reports.
  • Coordinate training and support for Coordinators and field staff.
  • Participate in staff meetings, staff development activities, conference calls and other meetings as directed by the President.
  • Perform other duties as assigned by the President.

Knowledge, Skills, and Abilities

  • Knowledge of AFSCME’s policies and procedures, including an understanding of information available through the International and Council websites and other communication platforms.
  • Ability to thrive in an environment with tight deadlines, changing priorities, and irregular hours.
  • Ability to take initiative and work independently, and strong critical thinking skills.
  • Ability to work with International and local union elected leaders, senior management, and navigate complex and sometimes politically sensitive situations.
  • Ability to set priorities, work under pressure, oversee multiple projects simultaneously and meet established deadlines.
  • Ability to work as an effective team member establishing and maintaining effective working relationships with others.
  • Ability to compose correspondence, prepare reports and organize information into a logical format.
  • Ability to communicate effectively with others both verbally and in writing.
  • Ability to plan, organize and coordinate work assignments.
  • Knowledge of business management procedures and practices.
  • Technology sufficiency with the use of Microsoft Office applications and navigating the Internet.


  • Bachelor’s degree or comparable experience can substitute on a year-for-year basis for the required education.
  • Excellent communicator in written and verbal form.
  • Extremely versatile, dedicated to efficient productivity.
  • Experience planning and leading strategic initiatives.
  • Experience with data analysis.
  • Experience with budget management.
