This position directs the Information Technology Department through subordinate staff, which consists of planning, leading, and coordinating departmental efforts. The work is responsible for managing the cyber security of AFSCME and its IT infrastructure by maintaining awareness of new cyber threats, vulnerabilities, and technologies to keep the organization proactive and reactive. Oversees activity including and not limited to computer network support, firewalls, operating systems and applications, patch management, and best data security practices.

DUTIES: 

  • Develops security policies, procedures, and guidelines based on industry best practices.
  • Designs, develops, implements, and manages the day-to-day responsibilities for keeping the organization’s Information Technology Infrastructure secure.
  • Works with senior level management to reduce cyber risk and recommend specific cyber security needs.
  • Conducts risk assessments to identify potential security threats and vulnerabilities.
  • Provides technical support for computer networks, including firewalls, operating systems and applications, patch management, and data security best practices.
  • Supervise and train staff on all aspects of cyber and information security best practices to ensure compliance with organizational policies.
  • Performs network and system administration, supervise staff supporting in-house and third-party networks, and ensures set-up and proper configuration of hardware & software.
  • Manages and assists with providing solutions to complex hardware/software problems or questions with assistance from other internal or external resources.
  • Monitor all operations and infrastructure to meet organizational goals.
  • Ensures compliance with Information Technology plans and policies for Backups, Disaster Recovery, and daily operations. 
  • Conducts audits to ensure security protocols are being followed by staff.
  • Keeps current on emerging technologies via professional organizations, technical or functional reference manuals and magazines, and other external sources and transition knowledge to other IT management staff.
  • Performs other related duties as assigned.

REQUIREMENTS:

Education and Experience

  • Graduation from an accredited four-year college or university with a degree in Computer Sciences or a related field with an advanced degree desirable.
  • Certifications in CompTIA A+, CompTIA Network, and CompTIA Security+ are strongly desired.

Experience & Skill Requirements:

  • Must have advanced knowledge of Information Network Security systems/protocols.
  • Ability to develop and implement security controls and formulate operational risk mitigations.
  • Advanced systems design and analysis knowledge for Onsite / Cloud Infrastructure environments.
  • Advanced knowledge of server systems and connectivity such as MS AD/ MS Azure and AWS.
  • Advanced operational and technical knowledge of client / Server (both software and hardware).
  • Advanced knowledge of hardware and software administration, including vendor-purchasing negotiation experience.
  • Experience in which the incumbent has managed a union organization (desirable).
  • Ability to analyze complex problems and recommend solutions to security, networking, and operational issues.
  • Advanced knowledge and understanding of auditing, vulnerability scanning/remediation, configuration/change control, and implementation of Risk Management Framework.
  • Demonstrated ability to lead, manage and supervise personnel towards goals and objectives and to work within deadlines.
  • Excellent organizational, analytical, and attention to details skills.
  • Effective communication skills, both orally and in writing.

Extended Hours and Travel:

  • Extended hours including evening and weekends may be necessary.
  • Some travel may be required.
