Hope is an affiliation of AFSCME with 1.6 million members nationally. Formed in 2008 HOPE is the largest union for “municipal employees” in the State of Texas that has a binding Meet and Confer Agreement. Position Summary:  

Hope AFSCME Local 123, seeks a dynamic and skilled Executive Director to lead its organizing, political action, member and community engagement and innovation programs. The primary responsibilities of the executive director includes working directly with HOPE’s President, board members and membership to represent HOPE in its relationships with the media, commission, governmental bodies, the community and various other organizations and agencies throughout the city. The successful candidate must possess the ability to effectively navigate politically sensitive issues, successfully manage multiple high-priority projects and productively lead a dynamic team. 

Specific Responsibilities: 

  • Develop procedures as it relates to the daily affairs to facilitate the implementation of the programs and goals of the HOPE union
  • While operating within an approved budget, shall have the sole authority to manage the staff including employing, evaluating, or disciplining/terminating and directing the activities of such staff as are needed for the efficient administration of HOPE.
  • To develop a process and procedure hiring process, and submit to the executive board for approval. The process will allow 1-3 executive board members to observe and participate as nonvoting members
  • Revise the employee handbook and submit to executive board for approval
  • Report on HOPE Union's activities to the Executive Board and General Membership
  • Shall be one of the persons authorized to sign checks as well as co-signing contracts
  • Prepare an annual budget and monthly reports in conjunction with the Treasurer, and present it to the Executive Board no later than the December Executive Board meeting for approval
  • Serve as a non-voting member of all Union committees except where it is a conflict of interest
  • Employee shall meet the same requirement to attend Executive Board and Membership meetings elected Executive Board members. If unable to attend Employee is to notify HOPE`s President and the Secretary.
  • On behalf of HOPE, receive all official communications and correspondence
  • Draft all correspondence notifying AFSCME in writing when any collective bargaining negotiations and memorandums have been completed together with the number of employees covered and the expiration of the contract
  • May delegate any functions of the position except the power of acting as Chief
  • Administrative Officer of the Union or co-signing all contracts to any members of the Union staff as may be deemed necessary and in the best interest of the Union
  • Perform other such duties as the Executive Board may require.
  • Maintain and grow membership levels


  • Bachelor’s Degree from an accredited four-year college
  • A minimum of four (4) years of union executives management experience in positions of increasing responsibility preferred 
  • Background in labor advocacy, membership recruitment and collective bargaining
  • Experience working in a member-based association, reporting to and advising a board of directors
  • Experience in public policy, labor leadership, collective bargaining and social justice activism, especially as related to healthcare/nurse union is desired
