WHEREAS:

Local union communications with AFSCME's rank-and-file members are essential for a well-informed and democratic union; and

WHEREAS:

AFSCME maintains a comprehensive internal communications program at all levels of the union; and

THEREFORE BE IT RESOLVED:

That the International Union continue to maintain a full range of educational programs designed to promote and encourage local union newsletters and other rank-and-file communications in the interest of insuring that the membership is aware and participates in the full activities of the union.
