WHEREAS:

AFSCME locals across the country are facing difficult times due to the fiscal constraints imposed by the Gramm-Rudman-Hollings Bill and other legislation; and

WHEREAS:

Many AFSCME gains are being challenged not only by public employers seeking to trim budgets at the expense of jobs of AFSCME members, but also by other labor organizations attempting to raid AFSCME jurisdictions; and

WHEREAS:

Each AFSCME local needs to achieve a high level of membership and participation to effectively confront these problems.

THEREFORE BE IT RESOLVED:

That internal organizing be a high priority for all AFSCME councils and locals; and

BE IT FURTHER RESOLVED:

That each local union establish an internal organizing committee with the goal of 100% membership; and

BE IT FINALLY RESOLVED:

That the International Union assist councils and locals to reach this goal of 100% membership.
