WHEREAS:

Proposed and enacted Congressional spending cuts will require states to assume more fiscal responsibilities; and

WHEREAS:

Downsizing, privatization and closures are on the upswing as a result of these congressional actions; and

WHEREAS:

These changes are creating economic insecurities and increasing on the job stress for AFSCME members; and

WHEREAS:

Surviving these stressful times requires using every available avenue from negotiations to stress management training; and

WHEREAS:

Tools for managing stress have never been more urgently needed than right now.

THEREFORE BE IT RESOLVED:

That AFSCME will continue to assist councils and locals in addressing employee economic insecurity concerns head on and will continue to develop and implement programs to manage the stressors that come with change.
