WHEREAS:

Participating in the decennial Census is the civic duty and privilege of every American; and

WHEREAS:

The Census is the basis for the distribution of federal and state funding and the apportionment of Congressional and legislative districts; and

WHEREAS:

Past Censuses have undercounted minorities, the economically disadvantaged, and rural Americans.

THEREFORE BE IT RESOLVED:

That AFSCME urge its members and their families to stand up and be counted in Census 2000; and

BE IT FURTHER RESOLVED:

That AFSCME urges Congress and the President to support the use in Census 2000 of statistical sampling, a technique to reduce the traditional undercount of minorities, the economically disadvantaged, and rural Americans, as endorsed by non-partisan scientific groups like the American Statistical Association and the National Academy of Sciences.
