WHEREAS:

Our union has initiated an unprecedented campaign of one-on-one conversations with members to strengthen our union and counter the threat of right-to-work and elimination of dues check-off; and

WHEREAS:

The accuracy and scope of information about our membership is in need of continual improvement; and

WHEREAS:

The legal and political challenges confronting us make it more critical than ever that AFSCME run smart, data-driven campaigns to build our organizing, legislative and political power; and

WHEREAS:

New tools and techniques for planning and implementing campaigns have become available since AFSCME's last major data infrastructure efforts; and

WHEREAS:

The International Union has created Data and Analytics Division (DAD) to take on the challenge of improving and expanding the union's data infrastructure; and

WHEREAS:

This increased level of technical expertise is available to assist affiliates with their own data infrastructure and to ensure that our union is running the most effective and efficient campaigns possible; and

WHEREAS:

Central to achievement of our goals is for each affiliate to work with the International Union to improve the quality and timeliness of membership data.

THEREFORE BE IT RESOLVED:

That affiliates will develop and adopt best practices in data acquisition, management and analysis to maximize our ability to run data-driven campaigns; and

BE IT FURTHER RESOLVED:

That each affiliate will identify a point-person for data and analytics efforts who will work closely with International Union representatives to learn and share best practices and to develop technical skills in this critical area; and

BE IT FURTHER RESOLVED:

That each affiliate will participate in a new, more robust structure for sharing data in which more complete, accurate and timely information about members will flow to the International Union's data warehouse on a regular schedule and enhanced information from national sources will flow back to affiliates on a regular schedule; and

BE IT FURTHER RESOLVED:

That affiliates will test the International Union's statistical models on union support to maximize our collective efficiency in targeting and communicating with current members, fee payers and potential members; and

BE IT FINALLY RESOLVED:

That each affiliate shall work with the International Union to build skill sets and technical capacities that will expand our ability to realize the full potential power of these new data resources and management tools across all our priority campaigns.
