WHEREAS:

The dramatic changes in technology and work redesign, and the increasing outsourcing of public work, make education and training critical to workers; and

WHEREAS:

Over half the jobs duties of our members are likely to change within the next five years to jobs duties that are yet to be created; and

WHEREAS:

At the same time, public and private support for the training of incumbent workers has been declining; and

WHEREAS:

In order to benefit our members, training initiatives and workforce development initiatives must be implemented with full and genuine union participation.

THEREFORE BE IT RESOLVED:

That AFSCME urge its local unions and councils to be alert and aggressive in seeking and creating opportunities to establish joint training partnerships that advance the interests of our members; and

BE IT FURTHER RESOLVED:

That AFSCME affiliates are encouraged to actively participate in and to encourage their membership to take advantage of every training opportunity; and

BE IT FURTHER RESOLVED:

That the International Union provide assistance and information to affiliates that are interested in establishing joint training partnerships; and

BE IT FINALLY RESOLVED:

That in order to enhance the assistance and information provided, affiliates inform the International Union of such partnerships so that training initiatives may be monitored on a national basis.
