About our Union

The Nebraska Association of Public Employees/AFSCME Local 61 represents nearly 9,000 employees of the State of Nebraska, Nebraska State College System, Nebraska Department of Education, and Richardson County. Founded in 1972, the union was instrumental in securing collective bargaining rights for state employees in the 1980s. Our union is in the middle of a strong organizing campaign, has experienced significant membership growth in the past five years, and looks to continue to grow in strength and numbers!

 

The Nebraska Association of Public Employees (NAPE/AFSCME Local 61) seeks a dynamic and engaging leader to manage our field team during an exciting period of growth for our union.

Job Description

The position of Field Manager is supervisory and primarily responsible for managing, evaluating, and training employees in the organizer and field representative job classifications. The Field Manager is responsible for ensuring our goals and strategic plan are implemented successfully in the field.

While the position is supervisory, it is also a hands on position which requires day-to-day direct involvement in planning, leading, and conducting a wide array of activities including organizing site visits, house calls, training members, leading contract negotiations and campaigns, and ensuring strong representation of members from pre-disciplinary meetings through arbitration/personnel board hearings.

 

Primary Responsibilities

  • Supervisors field staff
  • Monitors the effectiveness of supervised staff by directly observing their skills and coaching them to meet expectations
  • Evaluates staff, implements development plans and corrective action when necessary
  • Develops organizing plans and
  • Researches organizing targets, analyzes data and applies other criteria to assess possible
  • Implements all elements of the AFSCME Strong program and models and coaches on all facets of the AFSCME Organizing Model
  • Develops and implements training activities for staff and
  • Serves as chief negotiator for labor contracts and coaches and grows field staff negotiations capacity
  • Supervises and manages member representation activities including investigations, disciplinary meetings, and the grievance process including arbitration and personnel board Grows field staff representation capacity.

Decision Making

This position reports to the Executive Director and supervises field staff as assigned.

 

Education, Experience, Requirements

  • Bachelor’s degree or equivalent work
  • 5-10 years work experience with a union demonstrating progressive
  • Extensive knowledge of union organizing principles
  • Extensive knowledge of all facets of union representation
  • Extensive knowledge and experience in collective bargaining
  • Experience representing union members in arbitration and other hearings
  • Excellent written communications skills
  • Experience and leadership skills to supervise, train, motivate, and educate staff
  • Knowledge of labor unions and public sector labor law
  • An ability to empathize with workers and move others to
  • An ability to solve problems
  • An ability and willingness to travel
  • An ability and willingness to work long hours, nights, and weekends in order to achieve campaign
  • A valid driver’s license and
  • Proficiency in the Google Suite

 

Salary. Hours, Location

The position is based in Lincoln, Nebraska. Salary range of $90,000-$120,000/year based on experience. Single coverage health insurance is provided at no cost, and generous vacation, sick leave, and paid holidays are offered. This position is FLSA overtime exempt.
